This award was introduced on the 1st of August 2013 and is based upon the new National Standard for Personal Licence Holders (Refresher). The Standard has been agreed by Scottish Government, The Sector Skills Council for Hospitality, Leisure, Travel, Retail and Tourism, Scottish Qualifications (Accreditation) and industry.
The developed standard meets the needs of section 87 of the Licensing Scotland Act 2005, notably that
“The holder of a personal licence must, no later than 3 months after the expiry of— .
(a) the period of 5 years beginning with the date on which the licence holder’s licence was issued, and .
(b) each subsequent period of 5 years during which the licence has effect, .
produce to the Licensing Board which issued the licence evidence in the prescribed form of the licence holder’s having complied, during that period, with such requirements as to the training of personal licence holders as may be prescribed”
For the purposes of section 87, the Scottish Certificate for Personal Licence Holders (Refresher) is the accredited training course, and no other course or certificate is acceptable.
The following awards are accredited by SQA (Accreditation) as acceptable for the purposes of certification.

Please note that only the above awarding organisations are approved by SQA (Accreditation) to issue the Scottish Certificate for Personal Licence Holders (Refresher) at SCQF Level 6 as of the 1st August 2013 and only certificates presented with the above codes should be accepted by Licensing Boards.
