This award was introduced on the 1st of August 2013 and is based upon the new National Standard for Personal Licence Holders. The Standard has been agreed by Scottish Government, The Sector Skills Council for Hospitality, Leisure, Travel, Retail and Tourism, Scottish Qualifications (Accreditation) and industry.
The developed standard details the knowledge required by a Personal Licence Holder in Scotland and how that knowledge should be assessed. As of 1st August 2013 all qualifications that support the SCPLH application process will be titled “Scottish Certificate for Personal Licence holders at SCQF Level 6”. All qualifications based upon the previous standard have been withdrawn and candidates will no longer be able to sit these.
The following awards are accredited by SQA (Accreditation) as acceptable for the purposes of certification.

Please note that only the above awarding organisations are approved by SQA (Accreditation) to issue the Scottish Certificate for Personal Licence Holders at SCQF Level 6 as of the 1st August 2013 and only certificates presented with the above codes are based upon the new National Standard.
Certificates baring older award codes based upon the previous standard may continue to be presented to Licensing Boards to support a personal Licence application. These awards were assessed against the previous, withdrawn standard. The following Awards have now lapsed:

There is a difference in content between the old training specification and the new SCPLH Standard. The latter contains the most up to date information on a range of legal requirements connected to licensing and these issues are not covered by the original specification.
Licensing Boards may take the view that new applications to become a Personal Licence Holder should be supported by a current award (rather than one that has lapsed), however, there is nothing in legislation to state that this must happen. Such a decision remains within the purview of each Licensing Board.
During this transition period, Licensing Boards may also take the view that allowing a period of time for applications supported by a lapsed award would be appropriate. In other similar situations where mandatory qualifications are replaced, a 6 months transition period has often been considered appropriate, however, again, this decision remains with the Board.
